A Multi-Factorial Risk Prioritization Framework for Food-borne Pathogens AgEcon

To lower the incidence of human food-borne disease, experts and stakeholders have urged the development of a science- and risk-based management system in which food-borne hazards are analyzed and prioritized. A literature review shows that most approaches to risk prioritization developed to date are based on measures of health outcomes and do not systematically account for other factors that may be important to decision making. The Multi-Factorial Risk Prioritization Framework developed here considers four factors that may be important to risk managers: public health, consumer risk perceptions and acceptance, market-level impacts, and social sensitivity. The United States is the third largest consumer of seafood products in the world. The percentage of imported seafood consumed in the U.S. has steadily increased from 66% in 1999 to over 84% in 2009 (NOAA, 2010). Food safety, especially of imported foods and products from developing countries, has raised increasing concerns among American consumers and policy makers. Accordingly, the Food and Drug Administration’s (FDA) (Ababouch et al. 2000) border inspection system is considered critical for ensuring the safety of domestic seafood consumers. Assessing the Impact of Stricter Food Safety Standards on Trade: HACCP in U.S. Seafood Trade with the Developing World AgEcon

Health risks associated with seafood products prompted the introduction of mandatory HACCP in the seafood industry in the United States in 1997. This paper quantifies the trade impact of this introduction by analyzing patterns of seafood imports to the U.S. over the period 1990 to 2004. The results of a gravity model using panel data suggest that HACCP had a negative and significant impact on overall seafood imports from the top 33 developing and developed countries selling into the U.S. For developing countries, the results support the view of “"standards-as-barriers"” versus "”standards-as-catalysts"” as the negative HACCP effect was experienced by developing countries, while the effect for developed countries was positive.

The article’s aim is to conduct a comparative cross-section analysis of the innovative behaviour of the German manufacturing industry. The peculiarities of the food industry are tested in a combined analysis based on both input and output indicators. Linear and logistic regressions are used to investigate the differences between the food industry and other branches of the manufacturing industry. In comparison to other branches, the food industry has lower research & development (R&D) expenditures whereas the import of research from more technology intensive sectors is high. The main objective of this paper is to identify factors that determine consumers’ purchase decisions for ground beef offered with different packaging technologies. Consumers’ increasing knowledge about food technologies and changes in food labeling regulation influence agribusiness’ future product development and marketing strategies. Non-hypothetical choice experiments with ground beef, conducted in the USA, are used to quantify consumers’ valuation of technology-related attributes namely shelf life, color and packaging. Markets Segmented by Regional - Origin Labeling with Quality Control AgEcon

It is the objective of this paper to provide a methodological framework for the analysis of regional marketing programs which include regional-origin labeling as well as quality assurance and control. Such programs are increasingly introduced in Europe and other parts of the world as a means against quality uncertainty in globalized markets. An equilibrium - displacement model is developed for a segmented market with differential qualities that can be utilized for a broad variety of marketing programs. It is applied to one selected European case, i.e. "Gepruefte Qualitaet - Bayern". The globalization of trade in high quality foods is stimulating the development of international food standards and certification systems. Third-party certification as evolved as a means of ensuring that product information and signals on quality and safety attributes are sound and reliable. Standards-as-Barriers versus Standards-as-Catalysts: Assessing the Impact of HACCP Implementation on U.S. Seafood Imports AgEcon

The United States mandated a Hazard Analysis Critical Control Points (HACCP) food safety standard for seafood in 1997. Panel model results for the period 1990 to 2004 suggest that HACCP introduction had a negative and significant impact on overall seafood imports from the top 33 suppliers. While the effect for developed countries was positive, the negative HACCP effect for developing countries supports the view of “standards-as-barriers” versus ”standards-as-catalysts.” When the effect is analyzed at an individual country level a different perspective emerges. Regardless of development status, leading seafood exporters generally gained sales volume with the U.S., while most other smaller trading partners faced losses or stagnant sales.

Food product attributes related to geographical origins are a topical issue in global food trade. The provision of geographical labeling may occur through geographical indications under the mandated trade rules of the TRIPS Agreement, through trademarks, or through country-of-origin labeling. The overall effect of the expansion of geographical labeling on developing countries depends on a complex mix of market opportunities that may yield substantial benefits as well as implementation costs. Increasingly, the analysis of this overall effect will need to evaluate the joint impacts of different forms of geographical labeling on the market position of developing countries.

The Economics of Geographical Indications: Welfare Implications AgEcon

The debate over the “right way” of protecting geographical indicators (GIs) has resulted in a growing body of literature investigating the welfare effects of GI policies using economic modelling approaches. This paper presents a synthesis of a small yet growing number of analytical studies on GIs. We find that modelling results and related policy conclusions hinge on different assumptions regarding consumer preferences, quality differentiation and weights attributed to producer or consumer welfare measures. Inconclusive results regarding a pareto-optimal design of GI policy leave several unresolved issues to researchers and policy makers assigned with the welfare implications of GI-based market interventions.

Conventionally, fruits and vegetables have been the major source of micronutrients. However, with the rising availability of nutritional supplements, U.S. consumers no longer need to rely on food alone for their nutritional needs. Time-pressured consumers with limited cooking skills and nutrition knowledge may find it easier to take vitamin supplements. The objective of this paper is to determine the impact of lifestyle, diet behavior including vitamin supplement consumption, and food culture on diet quality outcomes as measured by the Healthy Eating Index-2005 (HEI) and total energy intake.
